Phase 1: Assess the Organization's Current Status, Determine the Organization Name, Operating Location, and Development Objectives

ISSQ Quality Institute assists organizations in establishing the certification body's official name, registered office, organizational structure, certification scope, and long-term development orientation in compliance with applicable legal requirements and the organization's strategic objectives. A comprehensive implementation plan is also developed to ensure a systematic establishment process.

Phase 2: Signing the Implementation Agreement

Following the assessment of the organization's actual needs, both parties will sign an implementation agreement covering the entire consultancy and guidance program for establishing the certification body according to the mutually agreed implementation plan.

Phase 3: Auditor Training, Competence Approval, and Completion of 20 On-site Audit Days

During the preparation for establishing a certification body, a competent team of auditors that satisfies the applicable standard requirements is essential. ISSQ Quality Institute will carry out the following activities:

• Provide training for Internal Auditors, Certification Auditors, and Lead Auditors;
• Conduct competence evaluation and approval of auditors according to their respective technical fields;
• Organize participation in actual certification audits at client organizations and confirm a minimum of 20 auditor-days of practical auditing experience in accordance with the applicable certification program.

Phase 4: Develop a Management System in Accordance with ISO/IEC 17021 and ISO/IEC 17065 in Compliance with Legal Requirements and International Practices

ISSQ Quality Institute develops a complete management system and documentation framework to support certification activities in accordance with the requirements of ISO/IEC 17021 and ISO/IEC 17065, while ensuring compliance with the applicable laws and internationally recognized practices.

The documentation system includes management procedures, operational procedures, certification schemes, forms, records, technical documents, and other supporting materials necessary for the effective operation of a certification body.

Phase 5: Apply for Accreditation from the Accreditation Body

ISSQ Quality Institute provides comprehensive guidance to organizations throughout the accreditation application process, including:

• Preparing accreditation application documents;
• Coordinating and supporting the accreditation assessment process;
• Implementing corrective actions for any identified nonconformities (if applicable);
• Completing all necessary conditions to obtain accreditation in accordance with applicable accreditation requirements.

The objective is to ensure that the organization successfully demonstrates its competence and obtains accreditation from the relevant accreditation body.

Phase 6: Register Certification Activities with the Competent State Authorities

After the organization has obtained accreditation as a competent certification body, ISSQ Quality Institute will continue to guide the organization in completing all legal documentation, registering its certification activities, and obtaining the required operating approvals and licenses from the competent government authorities in accordance with Vietnamese legislation.

This phase ensures that the certification body is legally authorized to provide certification services within its approved scope.

Phase 7: Handover and Operational Launch of the Certification Body

To ensure that the certification body can operate independently, efficiently, and begin providing certification services immediately after obtaining accreditation, ISSQ Quality Institute will hand over the complete operational system, including:

• The entire management system;
• Legal documentation;
• Professional and technical documentation;
• Qualified auditor resources;
• Operational guidance and implementation procedures.

Following the handover, the certification body will be fully prepared to commence official operations and deliver certification services in accordance with applicable standards and legal requirements.
