Overview

As requirements for testing competence and quality management continue to receive increasing attention, updating legal regulations and implementing ISO/IEC 17025:2017 have become essential for testing laboratories.

With the objective of supporting organizations in improving their management systems and strengthening operational capability, the Institute for Standards and Quality Development Research (ISSQ Quality Institute) has launched the 2026 Testing Laboratory Support Program, featuring a wide range of practical support activities. Requirements for Testing Laboratories in 2026

In 2026, testing laboratories are expected to proactively update legal requirements while continuously improving their management systems and technical competence to ensure that testing results are reliable, accurate, and appropriate for their scope of activities. Key requirements include:

Monitor, study, and implement the requirements specified in Decree No. 14/2026/ND-CP, Decree No. 22/2026/ND-CP, and other relevant legal documents.

  • Establishing and maintaining the management system: Implement ISO/IEC 17025:2017 or TCVN ISO/IEC 17025:2017 in accordance with the organization's size, field of operation, and testing scope.
  • Ensuring personnel competence: Personnel conducting testing activities must possess appropriate professional knowledge, practical experience, and technical skills. They should also receive adequate training, competency evaluation, and clearly assigned responsibilities.
  • Controlling technical conditions: Closely manage testing equipment, test methods, environmental conditions, test samples, and other factors that may affect the accuracy and reliability of testing results.
  • Declaring testing competence: Clearly define and declare the testing scope, testing methods, equipment, and resources that the laboratory is capable of providing.
  • Preparing documentation according to operational objectives: Prepare documentation for accreditation applications, designation registration, or scope expansion in accordance with applicable requirements and the organization's operational objectives.

Meeting legal requirements, management system requirements, and technical competence requirements simultaneously can present significant challenges, particularly for newly established laboratories or those expanding their scope of activities. Therefore, organizations should develop an appropriate implementation roadmap, conduct regular self-assessments, and promptly address any identified nonconformities.

ISSQ Quality Institute Launches the Testing Laboratory Support Program

The program focuses on three major areas of support:

Competency Development Training

ISSQ Quality Institute organizes professional training courses to help laboratory personnel thoroughly understand the requirements of the standard and enhance their capability to establish, implement, and maintain laboratory management systems, including:

  • General awareness training on ISO/IEC 17025;
  • Laboratory quality management training based on ISO/IEC 17025;
  • ISO/IEC 17025 Internal Auditor training;
  • Training and guidance on establishing and implementing ISO/IEC 17025:2017 or TCVN ISO/IEC 17025:2017.

During the implementation period of the program, ISSQ Quality Institute offers a 10% discount on training fees for all participants and a 20% discount for the second participant from the same organization.

Technical Support and Documentation Assistance

Testing laboratories participating in the program may communicate directly with experts to receive professional consultation and guidance in overcoming challenges during implementation.

Support services include:

  • Establishing and implementing a management system in accordance with ISO/IEC 17025;
  • Applying for ISO/IEC 17025 accreditation;
  • Implementing the requirements of Decree No. 14/2026/ND-CP and Decree No. 22/2026/ND-CP;
  • Preparing documentation for competence declaration or laboratory designation registration;
  • Establishing new testing laboratories;
  • Expanding the scope of testing activities.

Assessment of the Existing Management System

In addition to training and consulting activities, ISSQ Quality Institute will select five (05) registered enterprises to receive an on-site assessment of their laboratory quality management system in accordance with ISO/IEC 17025, conducted over one day free of charge.

Through this assessment, experts will conduct a preliminary evaluation of the laboratory's management system, identify areas that do not yet comply with the requirements, and recommend appropriate improvements in accordance with ISO/IEC 17025.

The support program is available until September 30, 2026, providing testing laboratories with an opportunity to strengthen their technical competence, improve documentation, and develop an implementation roadmap aligned with their operational objectives.

Webinar on ISO/IEC 17025 and the Latest Legal Requirements

As part of the 2026 Testing Laboratory Support Program, ISSQ Quality Institute will organize an online webinar entitled:

"ISO/IEC 17025:2017 and the Latest Legal Requirements for Testing Laboratories in 2026."

The webinar aims to help organizations stay updated with the latest legal regulations, gain a comprehensive understanding of the requirements of ISO/IEC 17025:2017, and resolve challenges encountered during the establishment and maintenance of laboratory management systems.

The webinar is expected to cover the following topics:

  • Updates on key provisions of Decree No. 14/2026/ND-CP and Decree No. 22/2026/ND-CP;
  • Introduction to the core requirements of ISO/IEC 17025:2017;
  • Guidance on the process of establishing, implementing, and applying for ISO/IEC 17025 accreditation;
