QCVN 16:2023/BXD specifies the limits of technical characteristics and management requirements for construction material products and goods classified as Group 2 under the Law on Product and Goods Quality. These regulations apply to domestically manufactured, imported, traded, circulated, and used construction materials in construction works within the territory of Vietnam.
This regulation does not apply to imported construction material products used as samples for advertising without practical use value; samples for research; samples for testing; or temporarily imported goods for display and introduction at fairs and exhibitions.
Water supply and drainage pipes can be manufactured from various types of plastics such as Polyvinyl Chloride (PVC), Polyethylene (PE), and Polypropylene (PP), including pipes and fittings used for water supply and drainage systems. These materials are characterized by light weight, high durability, ease of installation, and good mobility.
Water supply and drainage pipes are widely used in daily life due to their strong impact resistance, waterproof capability, and their essential role in water supply and drainage needs.
Product groups of water supply and drainage pipes subject to mandatory conformity certification under QCVN 16 include:
PVC pipes and fittings (joint accessories) used in pressurized water supply and drainage systems.
PE pipes and fittings used in pressurized water supply and drainage systems.
PP pipes and fittings used in pressurized water supply and drainage systems.
Conformity certification for water supply and drainage pipes is the process of evaluating and certifying plastic pipe products used in water supply and drainage systems to ensure compliance with technical requirements specified in QCVN 16:2023/BXD. A certificate of conformity will be issued by a designated certification body.

To obtain conformity certification, water supply and drainage pipe products must comply with technical criteria and certification methods specified in QCVN 16:2023/BXD, including:
Hydrostatic strength (applicable to PE pipes and fittings used in pressurized conditions).
Ring stiffness (applicable to PE pipes used for underground drainage in non-pressurized conditions).
Certification method:
Method 5 for domestically manufactured drainage pipe products.
Method 7 for imported products.
Receipt of certification application dossier
Signing of science and technology service contract
Survey and assessment
Completion of post-assessment documentation
Appraisal and issuance of certificate (if compliant)
Surveillance assessment every 12 months
Re-certification assessment (certificate validity: 3 years)
