The National Technical Regulation QCVN 16:2023/BXD stipulates the technical characteristic limits and management requirements for Group 2 construction products and goods (as defined by the Law on Product and Goods Quality) that are manufactured domestically, imported, traded, circulated, and used in construction projects within the territory of Vietnam.
This regulation does not apply to construction materials imported as non-commercial samples for advertising, research, or testing, or goods temporarily imported for display at fairs and exhibitions.
Among the 10 groups of construction materials requiring regulation conformity certification under QCVN 16:2023/BXD, Emulsion Wall Paint is strictly required to obtain certification before market circulation.
The certification of emulsion wall paint aims to control quality management, technical performance, and the scope of use. This process minimizes potential safety risks for users.
These regulations apply to all products manufactured domestically, imported, traded, or utilized in construction works across Vietnam.
1. For Imported Products: If a product is imported infrequently throughout the year, businesses may choose the Lot-based Certification Method (Method 7).
Assessment: Includes testing of typical samples.
Documentation: Import records (Contracts, invoices, packing lists, etc.).
2. For Domestically Produced Emulsion Paint: The certificate granted is valid for 3 years. A prerequisite for certification is that the business must implement the ISO 9001 Quality Management System.
Testing: Conducted on typical samples.
Assessment: Evaluation of the production process (ensuring a quality assurance system is in place).
Surveillance: Periodic monitoring every 12 months through sample testing and production process re-evaluation.
Regulation conformity certification under QCVN 16:2023/BXD applies to both interior and exterior paints. To pass inspection, emulsion paints must meet the following technical conditions:
Coating durability (Cross-cut test method).
Washability/Scrub resistance.
Thermal cycling (for exterior coatings).
Consumers primarily focus on these three aspects as they directly correlate to the quality and shelf life of the product.
Adhesion: The ability of the paint to stick to the surface under impact—measured by the cross-cut technique—is a key indicator of durability.
Aesthetics & Weather Resistance: For emulsion paints, washability indicates whether colors will fade over time. Furthermore, only outdoor paints are subject to hot/cold cycle standards, reflecting their ability to withstand fluctuations in temperature, humidity, rain, and sunlight.
Emulsion wall paint is a water-dispersed or water-soluble system used for decoration, protection, and finishing. These coatings serve as the final layer to protect and beautify the interior and exterior walls of buildings.
Step 1: Receipt of certification registration application.
