Legal Basis for Children's Toy Conformity Certification

Since April 15, 2010, all domestically produced and imported children's toys may only be sold on the market after being certified compliant with safety standards.

The Ministry of Science and Technology issued Circular No. 18/2009/TT-BKHCN, which defines the "National Technical Regulation on Children's Toy Safety."

Accordingly, children's toys—whether manufactured locally or imported—must undergo conformity certification, declaration of conformity, and bear the CR mark (conformity mark) in accordance with the National Technical Regulation before entering the market.

ISSQ Institute of Quality is a designated body authorized to evaluate and grant certifications for children's toys following the National Technical Regulation QCVN 3:2019/BKHCN, as per Decree 107 and Decision No. 2666/TĐC-HCHQ issued on September 1, 2021.

Certification Methods

• Method 5: Type testing and factory audit; surveillance through testing samples taken at the manufacturing site or from the market, combined with production process evaluation. Applicable to domestic toy manufacturers.
• Method 7: Batch testing and evaluation. Applicable to enterprises importing children's toys from abroad.

Evaluation Process for QCVN 3:2019/BKHCN Certification

Validity Period of the Certificate

• The Conformity Certificate is valid for 3 (three) years.
• During the validity period, ISSQ will conduct 3 surveillance audits (once every 9 months).
• The cost for re-evaluation and certificate renewal after the third year is calculated similarly to the annual maintenance fee.
