QCVN 3:2019/BKHCN stipulates safety requirements for children's toys, corresponding test methods, and quality management requirements for toys manufactured domestically, imported, and circulated on the market.
To minimize risks and hazards related to the health and safety of children, the management of tricycles produced domestically, imported, or distributed on the market must strictly adhere to the Conformity Certification process according to QCVN 3:2019/BKHCN.
Product Conformity Certification is the activity of evaluating and confirming that specific products or goods comply with the corresponding National Technical Regulations.
Specifically, Technical Regulations are rules regarding the limits of technical characteristics and management requirements for a particular product. The purpose of technical regulations is to ensure that products and goods, when manufactured and traded, are safe and do not harm human health or the environment.

The market currently features countless types of tricycles from various domestic and international brands. Alongside products with clear origins, there are many "floating" goods of unknown origin that pose safety risks. This creates challenges for regulatory management and makes it difficult for consumers to identify guaranteed quality products without a standard for comparison.

Certification according to National Technical Regulations (QCVN) is mandatory by law. If a business manufactures or trades products within the scope of these regulations, certification is required.
According to Article 19, Section 2 of Decree 119/2017/ND-CP, the penalties are as follows:
Fines from 15,000,000 VND to 30,000,000 VND for:
Failure to establish or maintain conformity declaration dossiers as regulated.
Failure to maintain quality control, supervision, and periodic testing as required.
Fines from 30,000,000 VND to 40,000,000 VND for:
Failure to perform conformity declaration for products subject to regulation.
Failure to conduct conformity certification during production or import, or using expired certificates/conformity marks.
Certification is mandatory for all manufacturing or importing enterprises:
For domestic toys: Enterprises must obtain certification before bringing products to market.
For imported tricycles: Goods must be certified according to the regulation before customs clearance.
