Conformity Certification for Children's Toys according to National Technical Regulation QCVN 3:2019/BKHCN

Children's toys: Any product or material designed or clearly intended for use by children under 16 years of age during play.

QCVN 3:2019/BKHCN stipulates safety requirements for children's toys, corresponding test methods, and quality management requirements for toys manufactured domestically, imported, and circulated on the market.

Overview

Children's toys are products designed and clearly intended for use by children under 16 years of age during play. Currently, the designs and types of toys are incredibly diverse and eye-catching, creating many choices and stimulating consumption. However, the composition of toys can also harbor potential risks or contain toxic elements that compromise the health and safety of children upon contact.

To establish a system of safety requirements, corresponding test methods, and quality management requirements for toys produced domestically or imported for circulation, the Ministry of Science and Technology issued the National Technical Regulation on Children's Toy Safety (QCVN 3:2019/BKHCN) on September 30, 2019, attached to Circular No. 09/2019/TT-BKHCN.

This regulation applies to organizations and individuals manufacturing, importing, distributing, and retailing children's toys, as well as state management agencies and other relevant stakeholders.

List of Children's Toys Requiring Conformity Certification

Under the requirements of the Regulation, the following items must be certified:

  • Toy bicycles: Tricycles, scooters, pedal cars, and similar wheeled toys; dolls' carriages.

  • Dolls: With or without clothing.

  • Parts and accessories: Clothing and clothing accessories; footwear and headgear.

  • Electric trains: Including tracks, signals, and other accessories.

  • Reduced-size (scale) models: And similar recreational models, whether or not operational.

  • Construction sets and toys: Made of any material except plastic.

  • Animal or non-human creature toys.

  • Puzzles: All types of puzzle toys.

  • Educational toys: Blocks or cut-outs of numbers, letters, or animals; word-building sets; printing sets; abaci; toy sewing machines; toy typewriters.

  • Jump ropes.

  • Marbles.

  • Other rubber toys.

  • Other miscellaneous toys.

Technical Regulations and Safety Requirements

  • Physical and mechanical safety requirements.

  • Flammability safety requirements.

  • Chemical safety requirements: Limits on the migration of certain toxic elements, limits on toxic organic substances, etc.

  • Safety requirements for electric children's toys.

The Institute for Quality Standard Development Research (ISSQ) is a prestigious certification body designated to certify children's toys according to QCVN 03:2019/BKHCN. The process includes:

Step 1: Receive the certification registration dossier.

Step 2: Sign the science and technology service contract.

Step 3: Conduct on-site surveys and evaluations at the enterprise.

Step 4: Finalize the dossier post-evaluation.

Step 5: Appraise the dossier and issue the certificate (if requirements are met).

Step 6: Conduct surveillance audits every 12 months.

Step 7: Conduct re-certification (when the 3-year certificate expires).
