QCVN 16:2023/BXD specifies technical characteristic limits and management requirements for construction material products and goods classified in Group 2 under the Law on Product and Goods Quality. These regulations apply to products manufactured domestically, imported, traded, circulated in the market, and used in construction works within the territory of Vietnam.
This regulation does not apply to imported construction material products used as samples for advertising without practical use value; samples for research; samples for testing; or goods temporarily imported for display and introduction at trade fairs and exhibitions.
In the construction sector, ensuring material quality and safety is a key factor in protecting structures and public health. To control the quality of construction materials circulating on the market, the Ministry of Construction issued the National Technical Regulation QCVN 16:2023/BXD on construction material products and goods. This is the latest updated version replacing previous regulations, featuring more comprehensive and stringent requirements.
Among the products subject to conformity certification under QCVN 16:2023/BXD, asbestos cement corrugated sheets (also known as fibro-cement sheets) are widely used materials commonly applied as roofing for factories, industrial facilities, and residential areas. A specific characteristic of these products is the presence of white asbestos (chrysotile) – a natural mineral with high durability that requires strict control to ensure user safety.
According to QCVN 16:2023/BXD, asbestos cement corrugated sheets are classified as products requiring mandatory conformity certification and declaration before circulation on the Vietnamese market. This means that manufacturers, importers, and distributors must conduct evaluation, testing, and certification procedures through certification bodies designated by the Ministry of Construction.
Key Legal Requirements
Certification methods: Method 5 (assessment and surveillance of the production process combined with type testing) or Method 7 (testing and evaluation of product batches).
Applicable standards: Technical indicators must comply with QCVN 16:2023/BXD and relevant standards (e.g., TCVN 4433:1995 – Technical requirements for asbestos cement roofing sheets).
Declaration dossier: After certification, enterprises must submit conformity declaration documents to the local Department of Construction and maintain periodic surveillance.

Certification Registration
Manufacturers or importers submit applications to certification bodies designated by the Ministry of Construction. Required documents include application forms, business licenses, production processes, and product technical specifications.
Sampling for Testing
For domestic production: samples are taken directly at the factory.
For imported goods: samples are taken from shipment batches at border gates or storage warehouses.
Samples are sent to accredited laboratories (VILAS) for testing in accordance with regulatory requirements.
Product Testing
Key indicators include:
Dimensions and permissible tolerances
Flexural strength and load-bearing capacity
Water absorption and waterproof performance
Density and durability
Test results must comply with limits specified in QCVN 16:2023/BXD.
Production Process Assessment
For Method 5 certification, auditors will evaluate production conditions at the factory, including raw material management, technology lines, quality control systems, and record keeping. This ensures consistent and standardized production quality.
Issuance of Certificate
If requirements are met, a Certificate of Conformity will be issued, typically valid for 3–5 years with annual surveillance obligations.

Enterprises use the certificate to complete conformity declaration procedures with competent authorities. Products are then permitted for market circulation and affixed with the CR mark (Conformity to Regulation).
