INSTITUTE FOR STANDARD AND QUALITY DEVELOPMENT STUDIES
Regulation QCVN 16:2023/BXD specifies the limits of technical characteristics and management requirements for Group 2 construction products and goods (as defined by the Law on Quality of Products and Goods) that are manufactured domestically, imported, traded, circulated on the market, or used in construction works within the territory of Vietnam.
This regulation does not apply to imported construction materials used as samples for non-commercial advertising, research samples, testing samples, or goods temporarily imported for display at fairs and exhibitions.
On June 30, 2023, the Ministry of Construction issued Circular 04/2023/TT-BXD along with the National Technical Regulation on construction products and goods.
This regulation defines technical limits and management requirements for construction materials manufactured domestically, imported, traded, circulated, and used in Vietnam.
This regulation does not apply to:
Imported samples for advertising (no commercial value), research, or testing.
Goods temporarily imported for display/introduction at trade fairs and exhibitions.
Temporary import/re-export goods not consumed or used in Vietnam.
Border resident exchange goods and gifts within tax-free limits.
Goods in transit or transshipment.
Goods serving emergency requirements as directed by the Government.
Specialized goods for National Defense and Security purposes.

Key Changes: Compared to the 2019 version, the 2023 version adds Sanitary Ware and materials like steel cable ladders/trays to the mandatory list, while removing certain aggregates such as crushed stone, gravel, and crushed gravel.
Organizations and individuals manufacturing, importing, trading, or using construction materials.
Testing and conformity certification bodies performing evaluations and certifications.
State management agencies responsible for the quality of construction materials.
QCVN 16:2023/BXD takes effect on January 1, 2024. According to Article 4 of Circular 04/2023/TT-BXD:
Valid Certificates: Manufacturers and importers with valid certificates under QCVN 16:2019/BXD may continue using their certificates and conformity marks until they expire.
Certification Bodies: Organizations already designated to certify/test under the 2019 version may continue their activities for products listed in both the 2019 and 2023 regulations until their designation decision expires.
Extensions: If a designation decision expires between the issuance and the effective date of this Regulation, it may be extended until the effective date of QCVN 16:2023/BXD.
