Currently, interior and exterior coating paints categorized as emulsion wall paints must obtain certification to ensure compliance with the requirements of QCVN 16:2023/BXD.

Below is essential information provided by ISSQ Institute for Quality regarding certification of emulsion wall paints in accordance with QCVN 16:2023/BXD.

Scope of Regulation and Applicable Subjects

This regulation specifies limits of technical characteristics and management requirements for construction material products listed in Table 1, Part 2, classified under Group 2 according to the Law on Product and Goods Quality (hereinafter referred to as construction material products and goods). These include products manufactured domestically, imported, traded, circulated in the market, and used in construction works within Vietnam.

Certification of emulsion wall paints in compliance with QCVN 16:2023/BXD does not apply to imported construction materials in the form of test samples, display samples at exhibitions and fairs, temporarily imported goods for re-export not consumed in Vietnam, or goods in transit.

Applicable Entities

• Organizations and individuals manufacturing, importing, trading, and using construction material products and goods.

• Testing and certification bodies conducting conformity assessment and certification for construction material products and goods.

• State management authorities related to product and goods quality of construction materials.

Why Certification is Required

Certification of emulsion wall paints in compliance with QCVN 16:2023/BXD is a mandatory activity under legal regulations. Administrative penalties for violations are implemented in accordance with Decree No. 80/2013/ND-CP and Decree No. 119/2017/ND-CP on administrative sanctions in the fields of standards, metrology, and product and goods quality.

Violations may be subject to fines of up to VND 300,000,000, including:

• Failure to register conformity certification for construction material products listed in QCVN 16:2019/BXD.

• Failure to conduct conformity declaration.

• Forgery or misuse of conformity marks, certificates, or test results.

• Trading construction material products that have not been certified and declared conforming according to legal regulations.

Certification Methods

According to Clause 3.1.2 of QCVN 16:2019/BXD, there are three conformity certification methods for construction materials: Method 1, Method 5, and Method 7 as specified in Circular No. 28/2012/TT-BKHCN and Circular No. 02/2017/TT-BKHCN issued by the Ministry of Science and Technology.

Method 1: Type testing

• Certificate validity: not exceeding 01 year.

• Surveillance conducted through testing of samples for each import shipment.

• Applicable to imported products manufactured by foreign facilities that have established a quality management system according to ISO 9001.

Method 5: Type testing combined with production process assessment

• Certificate validity: not exceeding 03 years.

• Annual surveillance through sample testing at production sites or on the market combined with production process evaluation.

• Applicable to all products manufactured domestically or abroad where manufacturers maintain a stable ISO 9001 quality management system.

Method 7: Batch-by-batch testing and assessment

• Certificate is valid only for specific product batches.

Certification Process

Step 1: Registration

ISSQ Institute for Quality receives and discusses customer requirements regarding certification of emulsion wall paints in compliance with QCVN 16:2023/BXD.

Step 2: Conformity assessment and type testing

• Method 5: Assessment of production conditions and quality assurance combined with sampling for type testing.

• Method 7: Inspection of actual product batches combined with sampling for testing.

ISSQ Institute for Quality grants certification only when all test indicators meet the requirements of QCVN technical regulations and sufficient documentation is provided.

Step 3: Evaluation report and certificate issuance

ISSQ notifies customers of type testing results and quality assurance assessment results. If compliant, the certificate of conformity for emulsion wall paints under QCVN 16:2023/BXD will be issued.

Step 4: Periodic surveillance and maintenance

The conformity certificate for emulsion wall paints has a validity of up to 3 years. Therefore, annual surveillance assessments must be conducted in accordance with Circular No. 28/2012/TT-BKHCN.
