National Technical Regulation QCVN 4:2009/BKHCN is the national standard for the safety of electrical and electronic equipment. It specifies safety and management requirements for equipment listed in the Appendix of this Technical Regulation.
This regulation applies to organizations and individuals engaged in the manufacturing, importation, distribution, and retail of electrical and electronic equipment specified in the Appendix, as well as state management agencies and other relevant parties.

Regulation Conformity Certification serves as evidence for organizations and enterprises (manufacturing or importing electrical components and finished products) to prove that their products are manufactured under strict quality processes, ensuring safety for users and compliance with the National Technical Regulation QCVN 4:2009/BKHCN.
Electrical and electronic products circulating on the market must bear product labels in accordance with labeling laws. They must be certified compliant with QCVN 4:2009/BKHCN and are subject to inspection by quality control authorities.
Legal Compliance: According to the Ministry of Science and Technology, manufacturers and importers of equipment on the mandatory list must perform the necessary procedures for product certification and Declaration of Conformity. Products must comply with the National Technical Regulation on Electrical Safety QCVN 4:2009/BKHCN and its Amendment 1:2016.
Based on the Certificate of Conformity, manufacturers must register their Declaration of Conformity before market circulation, as per Circular No. 28/2012/TT-BKHCN. Importers, after obtaining certification, must register for quality inspection at the Directorate for Standards, Metrology and Quality (STAMEQ) as per Circular No. 27/2012/TT-BKHCN.

Important Notes:
Products must be labeled according to the law, certified compliant, and bear the CR Mark before being sold.
Equipment is typically evaluated and certified under Scheme 5, with the certificate valid for no more than three (3) years.
Imported batches not yet certified under Scheme 5 must undergo evaluation under Scheme 7. A Scheme 7 certificate is only valid for that specific imported shipment.
Step 1: Receipt of registration application.
Step 2: Signing of the Science and Technology Service Contract.
Step 3: Conduct site survey and evaluation.
Step 4: Completion of post-evaluation documentation.
Step 5: Review of the file and issuance of the certificate (if compliant).
Step 6: Surveillance audits (conducted at least once every 12 months).
Step 7: Re-certification evaluation (upon expiration of the 3-year certificate).
