Cable Tray and Ladder Systems Require Certification under QCVN 16:2023/BXD

The National Technical Regulation QCVN 16:2023/BXD stipulates limits on technical characteristics and management requirements for construction materials and products classified as Group 2 under the Law on Product and Goods Quality. These products are manufactured domestically, imported, traded, circulated on the market, and used in construction works within the territory of Vietnam.

This regulation does not apply to construction material products imported as samples for advertising with no usage value; samples for research; samples for testing; or goods temporarily imported for display or introduction at trade fairs and exhibitions.

Overview

Cable tray and ladder systems are cable management systems used for the installation and organization of electrical cables, communication cables, and other wiring in industrial or large-scale environments. Made from materials such as steel, aluminum, plastic, or composite, these systems consist of components designed to contain, shield, and securely support cables, forming conduit-like pathways to route cables from one point to another.

Cable tray and ladder systems offer several advantages, including creating a clean and organized installation environment, facilitating easy installation and maintenance due to flexible cable routing, and providing protection against external impacts that may cause damage or accidents. However, low-quality cable tray systems may pose significant risks and negatively affect operational safety and production activities.

To facilitate quality management and set limits on certain technical characteristics, QCVN 16:2023/BXD has included iron or steel cable tray and ladder systems used in electrical installations of construction works in the regulated product list. Therefore, according to QCVN 16:2023/BXD, cable tray and ladder systems must undergo conformity certification and conformity declaration before being placed on the market.

Conformity Certification Process at ISSQ Institute

  1. Receiving certification application documents

  2. Signing scientific and technological service contracts

  3. Conducting on-site inspection and assessment at the enterprise

  4. Completing documentation after assessment

  5. Reviewing documentation and issuing certificates (if compliant)

  6. Conducting surveillance assessments every 12 months

  7. Performing re-certification assessment (certificate validity: 3 years)

This regulation applies to organizations and individuals manufacturing or importing cable tray and ladder systems. After obtaining conformity certification, enterprises must complete the conformity declaration registration dossier at the Department of Construction or competent authority where the business is registered, in accordance with Circular No. 28/2012/TT-BKHCN and Circular No. 02/2017/TT-BKHCN.
