ISSQ Institute Provides Conformity Certification for Construction Materials in Compliance with QCVN 16:2023/BXD

The technical regulation QCVN 16:2023/BXD specifies limits of technical characteristics and management requirements for construction material products and goods classified under Group 2 according to the Law on Product and Goods Quality. These include products manufactured domestically, imported, traded, circulated on the market, and used in construction works within Vietnam.

This regulation does not apply to construction material products and goods imported as samples for advertising with no use value; samples for research; samples for testing; or temporarily imported goods for display and introduction at fairs and exhibitions.

Overview

Conformity certification for construction materials (CM) under QCVN 16:2023/BXD is a mandatory requirement for products manufactured, imported, used, and traded in Vietnam. All organizations and enterprises involved in manufacturing, trading, or importing construction materials are required to obtain quality certification for these products.

What is conformity certification for construction materials under QCVN 16:2023/BXD?

It is a mandatory activity to certify that construction material products comply with technical regulations (specifically QCVN 16:2023/BXD). This process includes evaluating production processes in accordance with ISO 9001:2015 (if applicable), assessing product conformity against technical criteria, conducting sampling and testing at production sites, issuing certificates, and finally declaring conformity to the Department of Construction.

Why is conformity certification required?

This certification is mandatory under Vietnamese regulations. Administrative penalties are governed by Decree No. 80/2013/NĐ-CP and Decree No. 119/2017/NĐ-CP on sanctions in the field of standards, metrology, and product quality.

Violations may be fined up to 300,000,000 VND, including:

  • Failure to register conformity certification for regulated construction materials
  • Failure to declare conformity
  • Use of counterfeit conformity certificates or test results
  • Selling products that have not been certified and declared conforming

Group 1: Cement and additives for cement and concrete

  • Portland cement
  • Blended Portland cement
  • Sulfate-resistant Portland cement
  • Sulfate-resistant blended Portland cement
  • Phosphogypsum for cement production
  • Blast furnace slag
  • Fly ash

Group 2: Construction aggregates

  • Aggregates for concrete and mortar
  • Natural sand for concrete and mortar
  • Coarse aggregates (crushed stone, gravel)
  • Manufactured sand for concrete and mortar

Group 3: Tiles and decorative stones

  • Ceramic tiles
  • Natural decorative stone
  • Artificial stone based on organic binders

Group 4: Construction materials

  • Concrete bricks
  • Clay bricks (fired clay bricks)
  • Autoclaved aerated concrete (AAC) products
  • Hollow precast concrete wall panels (extrusion technology)

Group 5: Construction glass

  • Float glass
  • Tempered flat glass
  • Laminated glass and laminated safety glass
  • Insulating glass units (IGU)

Group 6: Other construction materials

  • Asbestos cement sheets (corrugated sheets)
  • Chrysotile asbestos for manufacturing asbestos cement sheets
  • Gypsum boards and fiber-reinforced gypsum boards
  • Emulsion wall paint
  • Aluminum profiles and aluminum alloys
  • Unplasticized polyvinyl chloride (PVC-U) profiles for doors and windows
  • Polyethylene (PE) pipes and fittings for water supply and drainage
  • Polypropylene (PP) pipes and fittings for water supply and drainage
  • Unplasticized polyvinyl chloride (PVC-U) pipes and fittings for water supply and drainage
  • Plastic pipes and fittings (PVC-U, PP, PE) for underground drainage systems (non-pressure)
  • Glass fiber reinforced thermosetting plastic (GRP) pipe systems based on unsaturated polyester resin for pressurized and non-pressurized water supply

Certification process

Step 1: Registration

ISSQ receives and consults on certification requirements based on QCVN 16:2023/BXD

Step 2: Evaluation and testing

  • Method 1: Type testing
  • Method 5: Production assessment + sampling
  • Method 7: Batch inspection + sampling

Products are certified only when all test indicators meet regulatory requirements.

Step 3: Reporting and certification

ISSQ issues results and grants certification if requirements are met

Step 4: Surveillance and maintenance

Certificates are valid for 3 years, with periodic assessments every 12 months
