10 Groups of Construction Materials Required for Conformity Certification under QCVN 16:2023/BXD

QCVN 16:2023/BXD specifies the limit values of technical characteristics and management requirements for construction material products and goods classified as Group 2 under the Law on Product and Goods Quality, including domestically manufactured, imported, traded, circulated, and used products in construction works within the territory of Vietnam.

This regulation does not apply to imported construction material products and goods in the form of samples for advertising without use value; samples for research; samples for testing; or temporarily imported goods for exhibition and display at fairs and exhibitions.

Overview

On June 30, 2023, the Ministry of Construction issued Circular No. 04/2023/TT-BXD along with the National Technical Regulation QCVN 16:2023/BXD. This regulation takes effect from January 1, 2024.

It specifies the limits of technical characteristics and management requirements for construction material products and goods manufactured domestically, imported, traded, circulated, and used in construction works in Vietnam.

The previous version QCVN 16:2019/BXD regulated 6 product groups. The 2023 version has added 4 new groups: roofing materials, sanitary equipment, finishing and decorative materials, and water supply and drainage pipe products. It also updates product information, including product categories, technical requirements, testing indicators, and test methods.

Below is the detailed list of products in the 10 groups required for conformity certification under QCVN 16:2023/BXD before being placed on the market.

List of products requiring QCVN 16 certification

Group 1: Cement and additives for cement and concrete

  • Portland cement
  • Blended Portland cement
  • Sulfate-resistant Portland cement
  • Phosphogypsum for cement production
  • Granulated blast furnace slag for cement production
  • Ground granulated blast furnace slag for concrete and mortar
  • Fly ash active admixture for concrete, mortar, and cement

Group 2: Construction aggregates

  • Natural sand for concrete and mortar
  • Crushed sand for concrete and mortar

Group 3: Tiles and facing stones

  • Ceramic tiles
  • Natural facing stone
  • Artificial stone based on organic binders
  • Interlocking concrete paving blocks

Group 4: Masonry materials

  • Fired clay bricks
  • Concrete bricks
  • Autoclaved aerated concrete products
  • Precast hollow concrete wall panels (extrusion technology)
  • Lightweight sandwich wall panels
  • Reinforced autoclaved aerated concrete products

  • Float glass
  • Tempered flat glass
  • Heat-absorbing tinted glass
  • Reflective coated glass
  • Low-emissivity (Low-E) coated glass
  • Laminated glass and safety laminated glass
  • Insulated glass units

Group 8: Finishing and decorative materials

  • Roll-type wall coverings (wallpaper, vinyl, plastic wall coverings)
  • Emulsion wall paint
  • Gypsum boards and fiber-reinforced gypsum panels
  • Engineered wood – fiberboard
  • Engineered wood – particleboard
  • Engineered wood – blockboard and medium-density laminated boards

Group 9: Water supply and drainage pipe products

  • PVC pipes and fittings for pressurized systems
  • PE pipes and fittings for pressurized systems
  • PP pipes and fittings for pressurized systems
  • Glass fiber reinforced thermosetting plastic pipes (GRP) based on unsaturated polyester (UP)
  • Ductile iron pipes and fittings for water conveyance systems

Group 10: Other construction material products

  • Chrysotile asbestos for manufacturing asbestos cement sheets
  • Cable trays and ladders made of iron or steel used in electrical installations
  • Conduits and fittings for protecting and installing electrical wiring in buildings
