The National Technical Regulation QCVN 16:2023/BXD specifies the limits of technical characteristics and management requirements for construction material products and goods classified in Group 2 under the Law on Product and Goods Quality. These products are manufactured domestically, imported, traded, circulated on the market, and used in construction works within the territory of Vietnam.
This regulation does not apply to imported construction material products in the form of samples for advertising with no use value; samples for research; samples for testing; or goods temporarily imported for display and introduction at trade fairs and exhibitions.
Construction materials are widely used in building projects, from residential houses and civil works to industrial facilities and public infrastructure. Construction material product groups are diverse in types and designs, with varying durability and aesthetic characteristics.
However, these products are classified as Group-2 goods with potential safety risks during use, especially low-quality or defective products that directly affect construction processes and the durability and safety of works.
To establish management requirements for domestically produced and imported products and to regulate technical characteristic limits of construction materials, on June 30, 2023, the Ministry of Construction issued Circular No. 04/2023/TT-BXD, accompanied by the National Technical Regulation QCVN 16:2023/BXD.
This regulation takes effect from January 1, 2024, replacing the 2019 version.
Organizations and individuals producing, importing, trading, and using construction material products and goods
Testing laboratories and conformity certification bodies performing conformity assessment and certification
Relevant state management agencies responsible for construction material product quality
The 2023 version requires conformity certification and declaration for 10 specific product groups:
Cement and additives for cement and concrete
Construction aggregates
Bricks and facing stones
Masonry materials
Construction glass
Roofing materials
Sanitary ware
Decorative and finishing materials
Water supply and drainage pipe products
Other construction material products and goods
Concrete Interlocking Pavers
Wall Panels
Roofing Tiles
Sanitary Ware
Engineered Wood Panels
Construction Glass
Ductile Iron Pipes and Fittings for Water Supply Works
Cable Tray and Ladder Systems (Steel or Iron)
Electrical Conduits and Fittings for Indoor Wiring Protection
