Regulation QCVN 16:2023/BXD specifies the technical characteristic limits and management requirements for Group 2 construction products and goods (as per the Law on Quality of Products and Goods) that are manufactured domestically, imported, traded, circulated on the market, or used in construction works within the territory of Vietnam.
This regulation does not apply to construction materials imported as non-commercial advertising samples, research samples, testing samples, or goods temporarily imported for display at trade fairs and exhibitions.
The issuance of the National Technical Regulation QCVN 16:2023/BXD introduces several additional products, including wood-based panel materials, to ensure the health and safety of consumers.
Deputy Minister of Construction Nguyen Van Sinh signed Circular 04/2023/TT-BXD, enacting the National Technical Regulation on construction products and goods, coded QCVN 16:2023/BXD. Accordingly, all construction materials specified under this regulation, whether manufactured domestically or imported, must obtain Conformity Certification, perform a Declaration of Conformity, and receive a notice of acceptance for said declaration from the Department of Construction in the province where the business is registered before they can be circulated or used in construction works.

A highlight of QCVN 16:2023/BXD is the inclusion of wood-based panel materials. Previously, under QCVN 16:2019/BXD, only two interior-related materials were regulated: emulsion wall paints and gypsum boards. However, this latest version (QCVN 16:2023/BXD) has expanded to include wood-based panels, specifically: Fiberboard, Particleboard (chipboard), and Blockboard (thick and medium-sized batten core).
According to the Ministry of Construction, these additions are designed to protect user health. Specifically, the regulation clearly defines the formaldehyde emission limits for various types of industrial wood, including fiberboard, particleboard, and blockboard.
Furthermore, the new regulation for wood-based panels also sets standards for bending strength, tensile strength, and thickness swelling after water immersion. These thresholds are established with the goal of ensuring maximum safety and protecting the health of those in contact with these materials.
