Do Glazed Ceramic Roof Tiles Require Conformity Certification under QCVN 16:2023/BXD?

QCVN 16:2023/BXD specifies technical characteristic limits and management requirements for Group-2 construction material products and goods in accordance with the Law on Product and Goods Quality. These materials are manufactured domestically, imported, traded, circulated in the market, and used in construction works within the territory of Vietnam.

This regulation does not apply to imported construction materials in the form of samples for advertising without use value; research samples; testing samples; or temporarily imported goods for display and introduction at trade fairs and exhibitions.

Overview

What are glazed ceramic roof tiles?

Glazed ceramic roof tiles are manufactured primarily from clay through complex processing stages such as clay aging, rolling, kneading, and extrusion. After shaping, the raw products are dried, glazed, and fired at temperatures between 1,000 and 1,150°C. These tiles are highly durable, strong, and available in various elegant colors, harmonizing traditional and modern architectural styles.

On June 30, 2023, Deputy Minister Nguyễn Văn Sinh signed Circular No. 04/2023/TT-BXD promulgating QCVN 16:2023/BXD. The regulation officially took effect on January 1, 2024, replacing the previous version QCVN 16:2019/BXD. In the 2023 version, glazed ceramic roof tiles were added to the list of products required to undergo conformity certification, quality declaration, and CR marking before being placed on the market. According to this regulation, glazed ceramic roof tiles must obtain conformity certification and conformity declaration prior to market circulation.

Applicable subjects

The regulation applies to:

  • Organizations and individuals involved in manufacturing, importing, trading, and using construction material products and goods

  • Testing organizations and conformity certification bodies performing assessment and certification of construction materials

  • Relevant state management authorities responsible for construction material quality

Technical requirements for glazed ceramic roof tiles

  • Water absorption (%)

  • Breaking load in bending for roofing tiles (N/cm of tile width)

  • Glaze crack resistance determined by the appearance of cracks after testing

Conformity certification process at ISSQ

  1. Receive application dossier for certification

  2. Sign a science and technology service contract

  3. Conduct on-site survey and assessment at the enterprise

  4. Complete post-assessment documentation

  5. Review dossier and issue certificate (if compliant)

  6. Perform surveillance assessment every 12 months

  7. Conduct recertification assessment (certificate validity: 3 years)

After receiving the assessment results and Certificate of Conformity, enterprises must prepare documentation and submit the conformity declaration dossier to the designated specialized authority (Department of Construction in the province/city where the enterprise is registered).

Basic dossier includes:

  • Conformity declaration form (Form No. 2 – CBHC/HQ, Appendix III of Circular 28/2012/TT-BKHCN)

  • Certified copy of the Certificate of Conformity, including the CR mark sample issued by the certification body

  • Certified copy of documents proving production and business activities (Enterprise Registration Certificate / Business Registration Certificate / Investment Certificate / Establishment Decision or equivalent)
