INSTITUTE FOR STANDARD AND QUALITY DEVELOPMENT STUDIES
Regulation QCVN 16:2023/BXD specifies the technical characteristic limits and management requirements for Group 2 construction products and goods (as per the Law on Quality of Products and Goods) that are manufactured domestically, imported, traded, circulated, or used in construction works within the territory of Vietnam.
This regulation does not apply to construction materials imported as non-commercial advertising samples, research samples, testing samples, or goods temporarily imported for display at trade fairs and exhibitions.
Sanitary ware encompasses all equipment used in a bathroom (excluding tiles), including toilets, washbasins, faucets, showers, and various accessories like mirrors, bidet sprayers, and shelving.
On June 30, 2023, Deputy Minister Nguyen Van Sinh signed Circular 04/2023/TT-BXD, enacting QCVN 16:2023/BXD. This regulation adds specific sanitary ware products that must obtain conformity certification and be declared before entering the market, including: Washbasins, wall-hung urinals, bidets, and water closets (toilets).

Method 5: Assessment of the production process and testing of typical samples (for domestic manufacturers).

ISSQ Quality Institute is one of the earliest organizations designated by the Ministry of Construction for conformity certification.
Step 1: Receive certification application documents.
Step 2: Sign the scientific and technological service contract.
Step 3: Conduct on-site survey and assessment at the enterprise.
Step 4: Finalize documentation post-assessment.
Step 5: Appraise the file and issue the certificate (if compliant).
Step 6: Conduct surveillance assessments every 12 months.
Step 7: Recertification assessment (every 3 years upon certificate expiration).
