Regulation QCVN 16:2023/BXD specifies the limit levels for technical characteristics and management requirements for products and goods of construction materials belonging to Group 2 as defined in the Law on Product and Goods Quality, which are domestically produced, imported, traded, circulated in the market, and used in construction works within the territory of Vietnam.

This regulation does not apply to imported construction material products and goods in the form of samples for advertising purposes with no commercial value; samples for research; samples for testing; temporarily imported goods for display and introduction at trade fairs and exhibitions.
