Overview of ISO 45001:2018 Certification – Occupational Health and Safety Management System

Overview

ISO 45001:2018 certification, also known as the Occupational Health and Safety Management System, was issued by the International Organization for Standardization in 2018 and has been widely applied by enterprises globally. It was developed to help organizations establish a safe and healthy working environment and continuously improve occupational health and safety for employees.

What is the alarming current situation of occupational safety in society?

An increasing number of enterprises operating in sectors such as construction, mining, processing, transportation, warehousing, manufacturing, repair, etc. require large labor forces. The likelihood of direct accidents is high, negatively affecting the health of workers and the wider community.

Even for small and medium-sized enterprises and production facilities, investment in equipment and physical infrastructure remains very limited and more challenging compared to other types of enterprises. Therefore, investment in occupational protective measures is often not given adequate attention.

Most enterprises also have the habit of only addressing occupational risks and accidents after they occur rather than focusing on preventive measures from the outset.

To address this issue, ISO developed a new standard, ISO 45001:2018 – Occupational Health and Safety Management Systems – Requirements. This standard helps organizations reduce the burden of managing occupational health and safety by providing a management system aimed at improving employee safety and reducing workplace risks, creating safer and better working environments worldwide.

What is ISO 45001:2018 Certification – Occupational Health and Safety Management System?

According to the International Labour Organization (ILO), approximately 2.78 million work-related deaths occur worldwide each year. In addition, there are around 374 million work-related injuries and illnesses annually.

ILO estimates that globally, the total cost of work-related injuries, illnesses, and deaths accounts for about 3.94% of global GDP, equivalent to approximately USD 2.99 trillion.

To help enterprises address these issues, ISO decided to develop new requirements based on other occupational health and safety standards, such as OHSAS 18001 and the ILO Guidelines and Labour Standards.

This resulted in ISO 45001:2018 – Occupational Health and Safety Management System.

ISO 45001:2018 certification was issued by the ISO Technical Committee. The accompanying requirements and guidance help organizations provide safer and healthier workplaces for workers and others, prevent work-related deaths, injuries, and illnesses, and continuously improve occupational health and safety performance. This certification was officially published on March 12, 2018.

ISO 45001 was issued following the successful application of OHSAS 18001:2007 developed by the British Standards Institution. ISO 45001 officially replaces OHSAS 18001 (organizations certified to OHSAS 18001 had to transition to ISO 45001 by March 12, 2021).

Note: OHSAS 18001 officially expired in March 2021.

ISO 45001:2018 applies to any organization worldwide, regardless of size, type, or nature.

Purpose of ISO 45001:2018 Certification – Occupational Health and Safety Management System

ISO 45001:2018 certification was developed with the following objectives:

  • Establish and implement occupational health and safety (OHS) objectives and policies.
  • Develop systematic processes to review organizational context and identify risks, opportunities, legal requirements, and other requirements.
  • Identify hazards and risks that may arise from business operations.
  • Develop measures to control occupational safety hazards.
  • Raise awareness of OHS risks among employees.
  • Evaluate OHS performance effectiveness.
  • Implement appropriate actions for continual improvement.

How is ISO 45001:2018 Certification related to other ISO standards?

ISO 45001:2018 certification is structurally compatible with other ISO management system standards, such as ISO 9001:2015 (Quality Management System) and ISO 14001:2015 (Environmental Management System).

During the development of the standard, the content of other international certifications was also considered, such as OHSAS 18001 and the ILO Guidelines on Occupational Safety and Health, as well as national standards and conventions of the International Labour Organization.

When this standard was published, organizations applying it found that its requirements aligned well with other standards. This makes the transition from existing OH&S management system standards to ISO 45001:2018 relatively straightforward and facilitates integration with other ISO management system requirements into the organization’s overall management processes.
