From October 22 to October 24, 2025, the Institute for Standards and Quality Development Studies (ISSQ Quality Institute), in coordination with the Office of the Ministry of National Defense, organized the opening of a training course on the application and internal audit of the Quality Management System (QMS) in accordance with the Vietnamese National Standard TCVN ISO 9001:2015 (Northern region).
Recently, from October 22 to October 24, 2025, the Institute for Standards and Quality Development Studies (ISSQ Quality Institute), in coordination with the Office of the Ministry of National Defense, organized a training course on the application and internal audit of the Quality Management System (QMS) in accordance with the Vietnamese National Standard TCVN ISO 9001:2015 (Northern region).
The opening ceremony was attended by representatives of the Institute for Standards and Quality Development Studies, several agencies and units under the Ministry of National Defense, and nearly 100 officers and staff from military zones and units from Military Region 4 northwards.
In his opening remarks, Major General Le Van Dung, Deputy Chief of the Office of the Ministry of National Defense, stated that in recent years the Ministry has paid great attention to promoting the application of ISO-based Quality Management Systems in administrative procedures and internal operations across agencies and units. This effort contributes to improving the effectiveness of administrative reform objectives, ensuring consistency in work processes, standardizing operational procedures, streamlining unnecessary steps, and enhancing working methods. To date, the Ministry has implemented the Quality Management System in 626 agencies and units across the armed forces.

By 2025, although the Quality Management System had been deployed in 626 agencies and units, inspections revealed certain limitations in maintaining and improving the system. These include delayed updates of work processes following changes in administrative procedures, the absence of annual internal audits in some units, and slow restructuring of processes to align with electronic working environments.
In response to these practical requirements, with the approval of the leadership of the Ministry of National Defense, the Office of the Ministry coordinated with the Institute for Standards and Quality Development Studies and relevant agencies to organize this training course. The course aims to enhance the competence and professional capacity of officers and staff responsible for advising on, implementing, and conducting internal audits of the Quality Management System in accordance with TCVN ISO 9001:2015, ensuring proper, effective, and compliant implementation.
The training program consists of two main modules with seven topics. The module on the application of the Quality Management System according to TCVN ISO 9001:2015 includes four topics, helping participants gain a comprehensive understanding of quality and quality management, the necessity of establishing and implementing ISO 9001:2015 in military units, and guidance on system development and implementation. The module on internal auditing includes three topics, equipping participants with knowledge on managing audit activities in accordance with TCVN ISO 19011:2018, as well as preparation and organization of audit activities within military units.
Major General Le Van Dung, Deputy Chief of the Office of the Ministry of National Defence, delivered the opening remarks at the training course.
To ensure that the training course achieves its objectives, Major General Le Van Dung instructed the organizing committee to provide appropriate accommodation, learning conditions, and logistical support for participants in accordance with the approved schedule and program. Strict management of study activities and daily routines must be maintained in line with military regulations.

He also required close coordination between the organizing committee, the Institute for Standards and Quality Development Studies, and the Ministry’s guest house to ensure proper class management and discipline. Lecturers were encouraged to deliver content based on the principle of “easy to remember, easy to understand, easy to absorb, and easy to apply,” enabling participants to apply knowledge immediately in practice. Participants were requested to demonstrate responsibility, comply with state laws, military regulations, and class rules, actively engage in learning and knowledge exchange, and effectively apply acquired knowledge within their agencies and units.
